the michigan survey has gone down in terms of showing consumer confidence, and keeps going down. it correlates a little bit with some of the actions in congress. i think there was a sense maybe that one of the dips in consumer confidence had to do with the impact of the debate over the debt ceiling and some of the wrangling in congress. however, you would maybe think that effect would be diminished now in people's minds, but we have not seen a big resurgence of confidence. confidence is important. from a monetary policy perspective, policy worked through the development and setting of expectations. if you have a sense that things are going to be bad and stay bad, and never return to the way of life you have come to expect, you will engage in different kinds of behavior. you may not spend, if you have a sense you're going to lose your job, or your income is not going to go up. it may very well affect how you make your spending decisions. you can see in that scenario that confidence could be at such a low that it could overwhelm people sense of consumption -- people's sense of cons
